Kenya have until April 5 to fall in line with global anti-doping rules or face being declared non-compliant by the World Anti-Doping Agency, a step toward a possible ban from the Olympics for its track and field athletes.Kenya already missed one deadline this month to pass anti-doping legislation and properly set up and provide funding for its new national anti-doping agency. The latest draft regulations submitted by the Anti-Doping Agency of Kenya still do not comply with the world anti-doping code, WADA said in a statement on Monday. The East African country will now be assessed by an independent compliance review committee on April 5, when consideration will be given to a possible recommendation of non-compliance, WADA said. That committee will make its recommendation to WADAs board, which will make the final decision on Kenyas status at its meeting on May 12.Declaring Kenya non-compliant could cause its athletes to miss the Olympics in Rio de Janeiro in August as IAAF President Sebastian Coe has previously said his sport would consider suspending the country, a distance-running powerhouse, if its in breach of anti-doping rules. Sebastian Coe says he will consider suspending a country involved in doping scandals The IAAF suspended Russia from all international track and field competition after it was declared non-compliant with WADAs code following a report detailing a vast system of doping and cover-ups.Along with problems with its national anti-doping body and failure to pass anti-doping legislation, Kenya is also accused of doping cover-ups, with four senior athletics officials now under investigation by the IAAF for potential subversion of anti-doping procedures. The chief executive of Athletics Kenya, the national track and field federation, was the latest official to be suspended. Isaac Mwangi was placed under investigation by the IAAF on Monday. Two runners who failed doping tests at last years world championships alleged in an interview with The Associated Press that Mwangi asked them for bribes in exchange for more lenient sanctions, leading to the investigation. Isaac Mwangi has been placed under investigation by the IAAF Mwangi joined Athletics Kenya President Isaiah Kiplagat, vice president David Okeyo and former federation treasurer Joseph Kinyua in being suspended by the IAAF pending investigations by its ethics committee. Kiplagat, Okeyo and Kinyua are also accused of subverting anti-doping rules and other wrongdoing related to the misappropriation of federation money.Over 40 Kenyan athletes have failed doping tests since the 2012 Olympics, throwing the sport into crisis in the country. Also See:Kenyan athletics chief suspendedKenya referred by WADAKenya allegations worry WADABrazils doping lab under threatRick Porcello Red Sox Jersey . Ramos, who has converted straight 33 saves opportunities since last season, so it seems likely he would stay in that role for the immediate future. But Mattingly wouldnt say for sure. Rodney, whose 253 career saves are fifth-most among active pitchers, is expected to join the team on Friday in Atlanta.Right now, until I get a chance to talk to Fernando, theres nothing I want to talk about role-wise publicly, Mattingly said. But well make sure everybody knows whats going on and then well move on.Rodney has been outstanding this year, converting 17-of-17 saves chances with a 0.31 ERA in 28 games. The Marlins are his seventh team overall and sixth since 2011.Ramos has worked as a solid setup man for the Marlins in the past and might have begun this season in that role again if Carter Capps hadnt had a season-ending elbow injury in spring training.Mattingly spoke to Ramos before Thursdays game against the Braves, but the manager wouldnt say how they discussed his role. Regardless, Mattingly sees Rodneys addition as a winn-win situation.ddddddddddddThe Marlins began Thursday with a half-game lead over two teams in the NL wild-card standings. This is another piece to a really good bullpen right now, he said. Our guys at the back end have been very good. This just makes us stronger.Miami sent right-hander Chris Paddack to the Padres. Paddack, an eighth-round draft pick last year, went 2-0 with a 0.95 ERA in six starts this year for Class A Greensboro. The Marlins coveted Rodney for his experience and the depth he brings to a bullpen that ranks sixth in the NL and 13th overall with a 3.78 ERA.We look at it like weve added a guy whos been rolling this year, has a history of being really good late in games, and were looking forward to adding that piece to our pen, Mattingly said.Assistant general manager Michael Berger said Marlins president of baseball operations Mike Hill started talking trade with San Diego last week. The ability to access anybody right now is challenging to say the least, Berger said. A lot of hard work went into it and in the end we got better. It was already a strength for this club. Its one man stronger.Rodneys salary is team-friendly. His pays $1.6 million this year and includes a team option for next season at $2 million. ' ' '
