MANCHESTER, England -- Bradley Wiggins chances of retaining his Tour de France title receded on Monday when teammate Chris Froome was named as Team Skys leader for cyclings biggest race. Team principal Dave Brailsford ended months of speculation by saying the British-based outfit would stick to the plan set out at the start of the year, leaving Wiggins to play second fiddle to his compatriot when the Tour begins on June 29. "As always, the team selection is a management decision and it will be evidence-based," Brailsford said. "However it is crucial there is clarity of purpose and for that reason we will go to the Tour with one leader. "Taking that into consideration and given Chris step up in performances this year, our plan, as it has been since January, is to have him lead the Tour de France team." Wiggins, the Olympic time-trial champion, had left Team Sky in an awkward position last week when he said he was hoping to pull off a rare Giro dItalia-Tour de France double this year, despite Froome having long been lined up to be the teams No. 1 at the Tour after finishing runner-up in 2012. Froome reacted the same day by saying he had been "reassured by the management ... that I have their full backing" as Team Skys leader for the Tour. Froome is widely considered a better climber and has powered to overall victories at the Tour of Oman, Criterium International and Tour de Romandie this season. "Were in a fantastic position -- we have two of the best G (general classification) riders in the world and they are both great racers with a competitive will to win," Brailsford said. "Since the start of the season, Bradleys performance plan has focused around training specifically to try and win the Giro and then ride the Tour, whilst Chris has been focused on attempting to win the Tour." Williams technical director Pat Symonds says he is not aware of a loophole in next years regulations that is capable of giving a team an advantage similar to the one Brawn GP had in 2009.Brawn GP managed to win the title in its single year of competition, despite limited testing and a modest budget compared to its rivals. The team gained a significant advantage by interpreting the rules around the rear of the car differently to allow for a double-decked diffuser producing more rear downforce. Only Toyota and Williams did the same, but came up with less effective solutions.Although several other teams were aware of the loophole that allowed the double diffuser, they opted to take a literal interpretation of the regulations and started the season with a single-deck diffuser. When the FIA conceded that the double diffuser was allowed under the regulations, all teams came up with their own versions -- albeit retrofitted to their original designs.With wider tyres, wider cars and new dimensions for the diffuser, front wing and rear wing, 2017 presents a bigger overhaul of the regulations than the 2009 changes, but Symonds says he is not aware of a loophole with the same potential as the double diffuser.2009 was slightly different, he said. There was a huge discrepancy between the teams but largely because there was a somewhat twisted use of semantics to interpret a regulation that made a fantastic difference.Now that may happen again -- if it does, were in trouble because we havent seen it -- but if everything is equal, and were all interpreting the rules in a similar way, then okay, thats one thing. 2009 was different because there was this interpretation [around the double diffuser] and at Renault we asked the question could we do this and we were told no.dddddddddddd Later it transpired the FIA said we asked the question in the wrong way -- Ive never quite understood it -- but yeah, we missed it and it was hard to get back.It was quite interesting, those of us who didnt have the double diffuser, we had half our crew in Paris arguing against it and the other half busily designing it! We didnt start the development after the court of the appeal, we started that a long while before.Symonds said trying to find a different interpretation of the rules has become a key part of modern Formula One car design.Thats something that is part of our jobs and I think some teams are very aggressive at it and very good at it, more so, for example, that we are at Williams. We seem to be working flat-out just doing what we need to do, but I know that other teams do have people with that fundamental job -- to look at everyone elses cars and see what they can see thats wrong with them and then look at the rules over and over again to see how you can exploit them.But when I say exploit, I dont mean cheat or anything like that, I mean just making sure that, coming back to semantics [of the rules], they think I know thats what he [the rule maker] meant, but whats he said?.
